The problem
The vendor file is still checked by hand
Hours lost to manual checks
Four hundred applications arrive for one registration cycle. Eleven people open each certificate, retype each number, and compare it with what the vendor claimed — one document at a time.
Decisions without a paper trail
Six weeks after the shortlist, the committee is asked why one bidder came second. The weights have changed twice since, and nobody can reproduce the number that decided it.
Expired documents, missed risks
A Zakat certificate expired one week after it was uploaded. Nobody noticed, because nobody looked twice.
Claims without verification
A dossier claims ten completed projects. The certificates are in the folder. Nobody has read them.
The process
From application to defensible ranking, in five steps
The platform does the reading. The portal confirms the paper. Your team decides. The score explains itself.
-
A vendor applies — on your form
You design the registration form yourself: pages, fields, uploads, repeatable sections for owners, employees and completed projects. Vendors answer exactly the questions you chose to ask — and an incomplete application never reaches your desk.
-
AI reads every document
A model reads each uploaded certificate and statement, extracts the data — in Arabic and in English — and compares it with what the vendor typed. Long statements are read page by page, and every figure records the page it came from.
-
The portal agrees — or disagrees
Where the issuing government portal offers a lookup — ZATCA for Zakat and VAT, Qiwa for Saudization, GOSI, Balady, Monsha'at, Muqawil, the Ministry of Investment and the commercial register — Muahil reads the same certificate there and compares it with the AI's reading. Two independent sources, one answer.
-
A reviewer decides
The machine never declares a document acceptable. Your reviewer corrects a wrong reading, confirms an answer by hand, or re-runs a check — and every act lands in the activity log, grouped per check.
-
Scored, ranked, reported
Your own sections and conditions grade the dossier — a financial half and a technical half, each with its weight. Adjust a rule and every applicant re-scores instantly under the same rulebook, and the qualification report freezes the whole evaluation for the committee and the audit.
The process · Step 1 — Register
Your vendor registration form, built by you — no code
Every buyer asks vendors different questions. In Muahil you design your own registration form in a visual builder: pages, dropdowns, file uploads, and repeatable sections such as Owners, Employees or Completed Projects.
- No gaps, no surprises. What a vendor sees on screen is exactly what Muahil checks on submission — nothing slips through half-filled, and nobody is asked for a field that isn't there.
- Conditional fields. Questions show and hide by answer, and dependent answers clear automatically — change the country and the region empties itself.
- History that holds. Every submission keeps a frozen copy of the form it was filled against. Editing your form next month never rewrites what a vendor answered last month.
The process · Step 2 — Verify
AI reads the certificate. The portal confirms it. You decide.
Attach a verification flow to any field or upload on your form. Flows ship today for thirteen Saudi documents — the commercial registration, the Zakat, VAT and ZATCA registration certificates, Saudization / Nitaqat, GOSI, Chamber of Commerce, Muqawil membership and contractors classification, the Monsha'at SME certificate, the Balady licence, investment registration and the national address proof — plus audited financial statements and completed-project certificates.
Page by page, with receipts
A forty-page audited statement is read one page at a time, and each figure records the page it came from — so a reviewer who doubts a number opens the statement at that page, not at page one.
Arithmetic, not opinion
Two figures are compared by arithmetic, never by the model. You can reproduce every match with a calculator — which is exactly what a committee will ask you to do.
One bad scan costs one row
A flow can run once per row of a repeating section. Ten completed projects are ten independent checks — an unreadable scan costs that one row, never the other nine.
The process · Step 3 — Qualify
Score every tender under rules you wrote — and can change
Open a project for the tender, write your own scoring sections and conditions on screen, and weight the financial and technical halves however this tender demands. No developer needed.
- Two halves, your weights. Financial and technical are scored independently; you set what each half is worth.
- Targets and gates. A threshold is normally proportional — reach it for full weight, fall short for the share you reached. Promote any threshold to a hard gate and it closes the whole half.
- Read figures your way. Grade the latest audited year, the average of three, the strongest project or the total — you choose how each figure is read from the dossier.
- Computed figures. The debt ratio comes from total liabilities over total assets — asked of nobody, derived from the statements.
- AI assessments. Project relevance scores a past project against this tender's description, 0–100, with its reasoning beside it. Edit the tender and earlier readings are flagged stale — a re-run is offered, never forced.
- Honest flags. Every score carries incomplete stale gated where they apply — a number you cannot explain is a number you cannot defend.
Try it: move the weight, watch the ranking
- 1Vendor B71.5
- 2Vendor A70.0
- 3Vendor C69.5
Illustrative example. Change a weight and every applicant re-scores instantly under the same rulebook — nobody is ever compared under two sets of rules.
Defend the decision
Six months later, the question is “how did you decide?” — you’ll have the answer
This is what Muahil is really for. Not a faster spreadsheet — an evaluation whose every number has a source, every act has an author, and every result has a frozen record.
The qualification report
One document freezes one whole evaluation: the rulebook as it stood, every applicant in rank order, every criterion's working, and every flag. It is the number that stands still — because a report goes to a committee and is defended in an audit months later.
The activity log
Every reading, override, confirmation and re-run is written down, grouped per check, coloured green, yellow or red. A reviewer's confirmation is logged too — it is the one act that moves a score by hand, so it must be defensible.
One stable order
Applicants are ranked in one stable order that never reorders itself between two reads. The table your committee saw is the table the auditor sees.
- AI extraction completed — Zakat certificate, 14 fields
- ZATCA lookup agreed with extraction
- Mismatch: issue date — vendor typed 1447/08/10, document reads 1447/08/12
- Reviewer override: issue date corrected to 1447/08/12
- Reviewer confirmed field — “completed projects, row 4”
- Check failed: unreadable scan — completed projects, row 7
- Re-run requested by reviewer — row 7
On-site visits
Some claims no document can prove
Ongoing projects, manpower on the ground, equipment in the yard — paper can't settle these. Muahil schedules an on-site visit against a vendor's dossier: a day, an assignee, and the sections it covers.
The checklist is drawn from the dossier as it stands today, never from a copy printed last week. When the visitor confirms a line, the score moves the same way it always does — recorded in the same activity log as every other check.
Where Muahil fits
Built for the people who answer for the vendor list
Procurement & supply-chain directors
You own the vendor master. Muahil keeps it verified — not just filled in.
Pre-qualification & tender committees
You must justify a shortlist. Every score shows its working, and the report freezes it.
Compliance, risk & internal audit
You ask “how did you decide?”. The activity log and the frozen rulebook are the answer.
Contractor & vendor management teams
In construction, contracting, oil & gas, manufacturing, utilities, logistics, healthcare groups and government-owned enterprises.
An auditor asks which rules a shortlist was scored against — and the weights have changed twice since.
The qualification report holds the rulebook as it stood on the day, with every criterion's working.
Four hundred vendor applications arrive, and eleven staff must check every certificate by hand.
AI reads each document, the portal confirms it, and reviewers handle only the mismatches.
A vendor's Zakat certificate expired one week after it was uploaded.
The portal lookup reads the validity from the source and flags it for a reviewer.
A dossier claims ten completed projects, and nobody has read the certificates.
The flow runs once per project — ten independent checks, each with its own verdict.
Security & access
Invitation only, passwordless, separated by design
Passwordless sign-in
A one-time link by email. No password to leak, reset or reuse.
Invitation only
No self-serve sign-up. Accounts exist because an admin created them — no stranger reaches your vendor data.
Your data stays yours
Each buyer's vendors, documents and scores are kept strictly apart from every other organization's — at all times.
Sessions that expire properly
A sign-in ends on its own instead of living forever — a device left open never stays a door left open.
Two clear roles
Admins run the buyer's setup; reviewers work the checks. Nothing in between to misconfigure.
Single sign-on per buyer

Roadmap
What's coming next
In the works and on the way — here's where Muahil is headed.
SAP Ariba integration
Keep the supplier master and the qualification result in step with the system where the purchase order is raised. A vendor is qualified once in Muahil — and usable everywhere Ariba reaches.
Oracle Procurement integration
The same promise for Oracle Fusion Cloud Procurement: registration, verification and qualification live in Muahil, and the result follows the vendor into the system that raises the order.
Single sign-on per buyer
Sign in with your own identity provider (for example Okta or Microsoft Entra ID) — no separate accounts to manage.
FAQ
Questions procurement teams ask
What is vendor prequalification?
It is how a buying organization decides, before a tender is awarded, which vendors and contractors are capable of the work — by checking who they are, verifying their certificates and financials, and scoring them against the tender's technical and financial criteria. Muahil runs that whole process: registration, document verification and weighted scoring, with a report you can defend later.
Which documents can Muahil verify today?
Verification flows ship today for thirteen Saudi documents: the commercial registration (Saudi Business Center register), the Zakat, ZATCA registration and VAT certificates (ZATCA), Saudization / Nitaqat (Qiwa), GOSI, the Balady licence and contractors classification (Balady), the Monsha'at SME certificate, Muqawil membership, investment registration (Ministry of Investment), the Chamber of Commerce certificate and the national address proof — plus audited financial statements and completed-project certificates. See document verification for the live status of each.
Does the AI decide whether a vendor passes?
No. The AI reads documents, extracts the data and flags mismatches — it never declares a document acceptable. A human reviewer always holds the verdict: correcting a wrong reading, confirming an answer by hand, or re-running a check. Every act is written to the activity log.
How does Muahil score vendors for a tender?
You write your own scoring sections and conditions on screen. A score has two independently weighted halves — financial and technical. Each condition grades a figure from the dossier — the latest audited year, an average, a best or a total — against a target or a pass/fail gate. Change the rules and every applicant re-scores instantly.
Can we change the weights after applications arrive?
Yes. Changing a weight re-scores every applicant instantly under the same new rulebook — nobody is compared under two sets of rules. When you need a result to stand still, generate the qualification report: it freezes the rulebook, the ranking, every criterion's working and every flag.
Does Muahil read Arabic documents?
Yes. The verification flows read Arabic documents and record both the Arabic text and its English translation — certificate types, taxpayer names, addresses, Nitaqat levels, and both Hijri and Gregorian dates.
How do users sign in?
Sign-in is passwordless — a one-time link by email — and accounts are created by invitation only. Per-buyer single sign-on (for example Okta or Microsoft Entra ID) is on the roadmap.
Does Muahil integrate with SAP Ariba or Oracle Procurement?
Not yet — both are on the roadmap. The planned connectors keep the supplier master and the qualification result in step with the system where the purchase order is raised, so a vendor is qualified once and usable everywhere.
